Verifying system performance within a phased, occupied school renovation
Under an existing IDIQ contract with Howard County Public Schools, Procon supported the addition and renovation of Oakland Mills Middle School—an $81.6M project designed to expand capacity and modernize building systems while maintaining continuous school operations.
Phased construction within an occupied K–12 environment required careful coordination to protect student safety, maintain indoor air quality, and ensure uninterrupted facility performance.
Procon delivered lifecycle commissioning services from design through warranty, focusing on HVAC, building automation systems (BAS), and associated building systems. Through structured review, testing, and trend analysis, Procon verified that systems were installed, integrated, and operating in accordance with the Owner’s Project Requirements.
The result is improved energy performance, reliable climate control, and long-term operational confidence for school administrators and facility staff.
OUR ROLE
Lifecycle Commissioning & Design Review
Procon developed the Owner’s Project Requirements and commissioning plan; conducted milestone design and construction reviews (including 65% and 95% phases); and maintained an active issues log to track resolution through project completion.
Functional Testing & BAS Verification
Our team conducted site inspections, witnessed HVAC start-ups, performed functional performance testing, verified TAB results, and supported BAS/mechanical coordination to ensure systems performed as designed.
Post-Occupancy & Warranty Validation
Procon supported system turnover with documentation, training oversight, and final commissioning reports, followed by post-occupancy trend reviews, opposite-season testing, and 10-month warranty inspections to confirm sustained performance.
