Delivering cost transparency before construction begins
Under an IDIQ contract with the District of Columbia Department of General Services (DGS), Procon supported the DC Public Library in evaluating planned façade repairs at the Benning Neighborhood Library.
The District required an independent assessment to confirm that projected construction costs were reasonable and aligned with current market conditions before advancing the project.
Procon conducted a detailed review of existing conditions and available documentation to define the true scope of required repairs. Our team developed quantities and prepared a comprehensive line-item cost estimate covering labor, materials, equipment, and specialty trades—clearly documenting assumptions, allowances, and exclusions.
The result was a transparent, defensible cost basis that supported informed decision-making and fiscally responsible planning.
