Renovating an occupied federal headquarters under complex security and safety constraints
The VA Headquarters Optimization project involved renovation across five floors—more than 80,000 square feet—within a fully occupied historic federal building. The effort consolidated multiple leased offices into a single government-owned facility, requiring careful sequencing, operational continuity, and strict adherence to federal standards.
Compounding the challenge, the building sits directly above an active Metrorail station, introducing heightened safety, vibration, and security considerations throughout construction.
Procon provided comprehensive construction management and commissioning services, supporting design reviews, procurement, phased execution, and technical verification while maintaining minimal disruption to ongoing operations.
The project was recognized with both regional and national CMAA Project Achievement Awards for Best Building—reflecting disciplined coordination and performance under complex conditions.

Construction Management & Phased Delivery
Procon provided full construction management oversight, coordinating both Design-Build and Design-Bid-Build delivery methods across multiple phases while maintaining building occupancy and operational continuity.
Risk Mitigation & Security Coordination
Our team led structured risk mitigation efforts to address safety, vibration, and security challenges associated with construction above an active transit line, ensuring compliance with federal requirements and protecting occupant safety.
Commissioning & Facility Data Integration
Procon delivered commissioning services to verify system performance and developed a COBie-compliant facility management dataset for integration into the VA’s National Computerized Maintenance Management System (NCMMS), supporting long-term operational readiness.
