Verifying performance within a historic federal courthouse
The Gignoux Courthouse required critical upgrades to aging HVAC and fire alarm systems that no longer met current performance expectations or code requirements. Improvements were necessary to address ventilation challenges, enhance safety, and support long-term operational reliability within a historic federal facility.
Procon supported the comprehensive replacement of both systems with modern, energy-efficient, and code-compliant technology aligned with GSA sustainability objectives. The HVAC modernization improved comfort and air quality, while the upgraded fire alarm system enhanced life safety reliability and compliance.
Through structured lifecycle commissioning—from design review through turnover—Procon verified that systems were installed, integrated, and operating in accordance with the Basis of Design and contract requirements.
The result is improved building performance, reduced energy demand, and extended service life of critical infrastructure.
OUR ROLE
Lifecycle Commissioning Oversight
Procon developed and maintained the commissioning plan, system list, and issues log; reviewed design submissions for coordination and constructability; and supported definition of controls, BAS integration, and startup procedures.
Testing & Performance Verification
During construction, Procon conducted site observations, independent inspections, and managed pre-functional and functional testing—including retesting—to verify performance against the Basis of Design and contract documents.
Documentation & Turnover Support
Procon delivered a complete commissioning record, including executed test reports, training documentation, O&M materials, and final commissioning reports to support successful system turnover and long-term operations.
