Managing risk across a multi-building federal border modernization

The International Falls Land Port of Entry project replaced an outdated border facility with a modern gateway designed to support trade, travel, and enhanced security for U.S. Customs and Border Protection. Constructed on a newly acquired 20-acre site, the project includes four facilities—a main administrative building, commercial building, secondary inspection garage, and trusted traveler building—totaling approximately 110,000 square feet.

Given the operational sensitivity and security requirements of a federal border crossing, the project demanded structured risk oversight and technical verification throughout design and construction.

As a subcontractor to Jacobs, Procon delivered integrated inspection, commissioning, and risk management services. Through coordinated field verification, formal risk workshops, and ongoing risk register management in Kahua, Procon helped maintain alignment across stakeholders and proactively mitigate potential impacts to cost, schedule, and performance.

OUR ROLE

Risk Identification & Register Management

Procon facilitated monthly risk workshops with GSA, U.S. Customs and Border Protection (CBP), and key stakeholders, identifying and assessing project risks and opportunities while maintaining the project risk register in Kahua.

Inspection & Construction Verification

Our team performed coordinated field inspections, supported submittal and schedule reviews, and verified installed work in collaboration with the construction manager and contractor to maintain quality and compliance.

Commissioning & Performance Validation

Procon provided full building and site commissioning services—from planning through the warranty phase—including support for LEED Enhanced Commissioning to ensure systems were installed and performing as intended.
