Coordinating public and private stakeholders on a $530M federal redevelopment
The MIT Volpe Transportation Center redevelopment replaced six existing buildings and surface parking lots with a consolidated federal research facility for the U.S. Department of Transportation. Delivered through a design-bid-build model, the project required sustained coordination between the Massachusetts Institute of Technology (MIT), the U.S. General Services Administration (GSA), and multiple federal stakeholders—each with distinct performance, compliance, and security requirements.
Procon provided integrated program and project management services from early planning through occupancy. Acting as an extension of the owner’s team, we maintained alignment across stakeholders, protected schedule integrity, and ensured technical decisions were coordinated across design, construction, commissioning, and relocation.
Late-stage introduction of a third security system created potential cost and schedule impacts. Procon led technical coordination efforts to integrate the system alongside two previously established security platforms—mitigating disruption and maintaining delivery momentum.
The result is a LEED Platinum research facility that supports mission-critical transportation research while reflecting disciplined execution across every phase of delivery.

Program & Construction Management
Procon supported MIT with design and construction program management services, maintaining oversight across scope, cost, schedule, and stakeholder coordination throughout the project lifecycle.
BIM & Technical Coordination
Procon provided Building Information Modeling (BIM) services to strengthen interdisciplinary coordination, improve documentation accuracy, and support long-term facility operations.
Commissioning & Move Management
Procon oversaw system commissioning to verify performance prior to occupancy and led a structured, 16-phase relocation effort to transition approximately 1,200 employees from five facilities into the new center with minimal operational disruption.
